Formazione dei docenti diplomati: Occhi puntati sulle «Università
Telematiche»

TRINITAPOLI..:: (20 giugno 2008) - Scegliere una Università con il relativo “corso di Laurea” al termine degli studi di scuola media superiore è una cosa importante. Lo diventa ancora di più se a scegliere sono i “docenti diplomati” che insegnano “Laboratorio di…” negli Istituti di Istruzione Secondaria di Secondo grado. In questo elenco, che conta circa 30mila docenti, sono inclusi anche i docenti di Trattamento Testi e Dati e che appartengono alla Classe di Concorso A075 e A076. Abbiamo così intervistato il prof. Agostino Del Buono, cultore delle «Tecnologie dell’Informazione e della Comunicazione» nonché presidente Nazionale dell’Assodolab, sui “pro” e “contro” delle Università Telematiche.
Le «Università Telematiche» rilasciano titoli
validi sul territorio italiano?
«Le “Università Telematiche” devono essere riconosciute da un Decreto Ministeriale del Ministero dell’Università e della Ricerca. E’ ovvio che i titoli rilasciati dai diversi Atenei on-line sono validi a tutti gli effetti previsti dalla Legge, anche per l’accesso agli esami di stato e l’iscrizione nella “Sezione B” dei relativi Albi professionali, secondo quanto previsto dal D.P.R. 328 del 2001».
Quali sono le Università Telematiche?
«Le “Università Telematiche” in Italia sono poco più di una decina che hanno
ottenuto il Decreto Ministeriale ed il riconoscimento ad esercitare. Accanto
a queste, vi sono anche altre Università che effettuano in modalità “blended
learning” solo alcune discipline a livello sperimentale».
Conviene iscriversi ad una «Università Telematica» vicina o a quella lontana
dalla propria residenza?
«La prima cosa da tenere sempre presente è la “vicinanza” della sede. Anche
se l’insegnamento viene reso tramite il web e le lezioni sono per lo più
erogate “a distanza” occorre tener presente comunque che gli esami devono
essere sostenuti in “presenza”, per cui la vicinanza con l’Ateneo è una
delle cose da non sottovalutare. Stessa sorte anche per gli “stage” e per il
“tirocinio”. In alcune discipline è previsto la “modalità frontale”. La
seconda cosa da tenere presente è quella riferita ai Corsi di Laurea. In
questo caso se un docente è particolarmente predisposto alla frequenza di un
corso sulle “Tecnologie della Comunicazione” è inutile che si iscriva
all’Ateneo che ha sede nella stessa città dove abita e che ha solo un Corso
di Laurea, magari, in Giurisprudenza. E’ probabile che non gli interessa
conseguire una Laurea in questo settore».
Occorre essere esperti in informatica per
frequentare un corso universitario «on-line»?
«Esperti in informatica non direi, però le basi occorrono sempre per
qualsiasi attività. Quindi è bene che il docente che intende iscriversi ad
un corso offerto da una ”Università Telematica” abbia delle competenze e
conoscenze basilari: sappia utilizzare il personal computer con tutte le
periferiche, la webcam per le videoconferenze, utilizzare i media,
effettuare ricerche sul web ecc… Ma queste competenze e conoscenze i docenti
di “Trattamento testi e dati” che appartengono alla classe di concorso A075
e A076 sono già in possesso da alcuni decenni, quindi, non vi sono ostacoli
di nessuna natura. Più che esperti in informatica, occorre che il docente
diplomato che si accinge ad essere “studente universitario” deve saper
gestire il proprio tempo in modo responsabile e consapevole. Deve essere
altresì “fortemente motivato allo studio” ed avere delle buone capacità
organizzative per pianificare lo studio on-line con il lavoro che esercita
abitualmente».
Quale «Università Telematica» scegliere per
abbreviare sensibilmente gli anni di permanenza nell’Ateneo «virtuale»?
«Per i docenti diplomati che insegnano negli Istituti di Istruzione
Secondaria di secondo grado deve essere riconosciuto un “bonus” di 60 CFU
(Crediti Formativi Universitari) attraverso la stipula di una convenzione
tra il mondo associazionismo/professionale e l’Università Telematica. In
attuazione della legislazione vigente (L. 64/2001; L. 448/2001; D.M.
270/2004; L. 286/2006 ecc.) le Università potranno riconoscere come Crediti
Formativi Universitari (CFU) utili ai fini del conseguimento delle lauree e
delle lauree magistrali previste dal proprio piano d’offerta formativa fino
a 60 CFU. Almeno questo è in teoria. A questi 60 CFU devono essere aggiunti
tutti gli esami sostenuti nel percorso formativo del docente, effettuati in
una o più Università, sempre se si tratta dello stesso percorso di studio o
similare. Quindi, a conti fatti, si arriva facilmente a 100 CFU che in
termini di “permanenza” nell’Università vale a dire “un anno e mezzo” di
abbuono. Non rimane che frequentare assiduamente il resto e nel giro di un
anno o poco più, conseguire una Laurea di primo livello. E’ bene prestare
attenzione sia alla “formulazione” che alla “valutazione” del proprio
curriculum professionale di docente diplomato. Molto spesso le Università,
sia esse telematiche che quelle che hanno i corsi tradizionali, ad una prima
valutazione di un curriculum si nascondono dietro a frasi del tipo “Le
comunichiamo in linea informale il numero dei CFU, unitamente ai relativi
esami che Le potrebbero essere riconosciuti da codesto Ateneo” oppure del
tipo “Solo all’atto della Sua immatricolazione il comitato incaricato del
riconoscimento dei CFU potrà pronunciarsi ufficialmente con un numero di CFU
differente da quanto di seguito elencato in tabella” oppure “La presente
valutazione di CFU potrà essere suscettibile di modifiche da parte del
Consiglio di Facoltà, cui spetterà ogni definitiva decisione in merito”.
Stando così le cose, l’Università, di fatto, non riconosce nessun CFU perché
rimandano ad altri soggetti l’attribuzione vera e propria dei CFU e solo
dopo aver pagato le tasse di immatricolazione. Se un docente diplomato o
qualsiasi altro professionista invia ad una Università il proprio
curriculum, minuziosamente circostanziato in ogni sua parte, non si capisce
come mai la valutazione dei CFU viene fatto da un soggetto che potrebbe,
nella fase iniziale lievitare i CFU e che in una seconda fase non potrebbero
essere riconosciuti da altri soggetti dello stesso Ateneo che ha il compito
di valutare i predetti titoli. Se un docente diplomato chiede la valutazione
del proprio curriculum professionale in una o più corsi di laurea lo fa
perché intende iscriversi ad una Università. Non lo fa con lo scopo di
spendere soldi per raccomandate e missive varie né ha tempo da perdere. Ecco
perché ritengo che una Università debba valutare con “certezza” i titoli
posseduti e dichiarati dal docente diplomato in fase preliminare, ossia
prima che il docente-studente si iscriva all’Università, non dopo essersi
iscritto».
Perché desiderate conseguire una Laurea triennale e
soprattutto chi dovrebbe stipulare questi accordi per il riconoscimento dei
Crediti Formativi Universitari?
«Alla prima domanda è semplice rispondere. In passato, alcuni Ministri
dell’Istruzione hanno sempre parlato di “innalzare” il livello culturale dei
docenti diplomati e che nella scuola riformata dovevano esserci solo docenti
laureati. E noi aggiungiamo che se il docente deve aggiornarsi, è bene farlo
attraverso i corsi seri che danno, al termine del percorso, una Laurea
triennale. E’ del tutto inutile frequentare “corsi fantasmi” della durata di
200-400 ore (Pon, Por, Fse ecc…) che rilasciano un semplice “attestato
finale”. Il docente diplomato nella sua «carriera di insegnante» non sa cosa
farsene. Occorre un corso serio, del tipo di quello di Laurea, erogato dalle
Università e che permetta al docente, in un immediato futuro, una diversa
collocazione giuridica ed economica. E’ bene che il Ministero
dell’Istruzione e il Ministero dell’Università e della Ricerca Scientifica
elaborino un “Corso universitario” di questo tipo da indirizzare a tutti i
docenti di Laboratorio, compreso ovviamente i docenti della Classe di
concorso A075 e A076. La partecipazione, in questo caso deve essere
“obbligatoria” tranne che per i docenti che desiderano rimanere nella stessa
posizione stipendiale e/o per quei docenti prossimi alla pensione. A tal
fine, per il riconoscimento dei Crediti Formativi Universitari è lo stesso
Ministero dell’Istruzione, congiunto al Ministero dell’Università e della
Ricerca Scientifica, sentita le proposte dell’Assodolab, a valutare i CFU
che ogni docente ha conseguito in questi 20 anni e più di professione
docente». La formazione universitaria dei docenti diplomati è una delle
prime riforme che il nuovo Governo dovrà affrontare sin da subito. Ci
riusciranno i docenti ad ottenere la parità di trattamento retributivo e
soprattutto pari dignità con gli altri colleghi che insegnano negli stessi
Istituti Scolastici?
